Xie Liqun, male, born in May 1956 in Songyang, Zhejiang. Began his career in March 1975 and joined the Communist Party of China in January 1982. Graduated in 1982 from the Department of Farming Machinery Design and Manufacture of Zhejiang Agricultural University. Graduate student of the Central Party School. Once took the posts of Vice Director of the Agricultural and Commercial Department of Qingyuan County and Party Secretary of Julong District; member of the CPC Standing Committee of Qingyuan County and Vice County Magistrate; Vice Party Secretary of the County Committee and County Magistrate; Party Secretary of the County Committee and County Magistrate; Party Secretary of the County Committee and Chairman of the County’s People’s Congress; Vice Director of the Provincial Agricultural Department and member of the department’s Party Committee; Vice Party Secretary of the Committee; Vice Secretary of the Lishui Prefecture CPC Committee and commissioner; Vice Secretary of the Lishui Municipal CPC Committee and Mayor of the city. Became the Party Secretary, Director of Zhejiang Provincial Audit Office in Jan. 2004. He is a member of the 11th Provincial CPC Committee of Zhejiang and a representative at the 10th National People’s Congress.

Zhejiang Provincial Audit Office is a functional body under the Zhejiang Provincial People’s Government. Under the dual leadership of the Provincial Government and the Auditing Administration, the Audit Office is responsible for the auditing work of the whole province. The main responsibilities of the Department include: formulating policies and plans related to the auditing work of the province to set priorities in this area; conducting audits within the terms of reference of the Department and offering guidance to the audits carried out by municipal and county-level auditing agencies; supervising and guiding the internal audits of the whole province; supervising the auditing results from social auditing organizations; fulfilling other mandates handed over by the Auditing Administration and the Provincial Government.
According to law, Zhejiang Provincial Audit Office conducts auditing supervision over the following issues:
1. The implementation of provincial-level budgets; implementation and settlement of the budgets of the various agencies under the provincial, municipal and county-level governments, as well as supervising the management and use of off-budget funds.
2. Supervising the assets, liabilities and gains and losses of state-owned financial agencies of the province.
3. Supervising the assets, liabilities and gains and losses of the state-owned enterprises of the province; conducting regular audits of the state-owned enterprises closely related to the provincial economy and people’s livelihood and those receiving a large amount of fiscal subsidy, or incurring major losses, or enterprises where state-owned assets take a controlling or dominant position, and other state-owned enterprises appointed by the Provincial Government.
4. Implementation and settlement of the budgets of national construction projects.
5. The financial status of the social security funds managed by the relevant agencies under the provincial government and those managed by social organizations entrusted by the government as well as social endowments and other related funds and capitals.
6. The financial status of aid and credit projects received from international organizations and foreign governments.
7. The fiscal and financial status of provincial agencies and public institutions.
8. Fulfilling other auditing tasks handed over by the provincial government; also conducting auditing investigations of special issues related to national fiscal revenue and expenditure and reporting investigation results to the Provincial Government and Auditing Administration. At the provincial level, the Department now conducts audits for about 2000 institutions, which are from areas such as public finance, banking, investment in fixed assets, administrative institutions, enterprises, and the use of foreign capitals.
